There are plenty of books about clothing for dogs, and no specific way to assign subject headings for them. The closest is Dogs–Equipment and supplies, which currently has NT for Dog collars and Dog leashes but nothing for clothing.
The free-floating subdivision –Clothing is only for use “as a topical subdivision under names of individual persons and families, and under classes of persons and ethnic groups”, which does not include dogs (though I have seen Dogs–Clothing used in a few records anyway)
